Strange Takedown Tool?

This ad for a Rohrbaugh R9 locally lists this as a takedown tool. Anyone see this before?

olpanrider is correct.  Guys were modifying fuse pullers to compress the springs to reassemble.

It is a bus fuse puller slightly modified with a notch...supposed to be available at Lowes, but I couldn't find one recently.
