My new R9 did not come with a fired casing. Aren't all new guns required to be shipped with one?

I don't think so; the only pistol I recall that I bought with a fired casing was a HK p7m8.

In Cal. they may want, others too.
My r9 came with two, signed and sealed by Eric R. ( did not need ).
Maybe FFL sent it in.

I thought only guns going to Mass., and Calif.
Correct me if I'm wrong. Some manufacturers include them with all guns
so they don't need two separate inventories.
