Can you dry fire an R-9?

Yes. I do mine. You may get different opinions from others. If your worried get a snap cap.

I posed that question to the gal (Maria, I think) at Rohrbaugh and got a rather ambiguous answer.  Something like "Well, Mr. Rohrbaugh says it's not a good idea to dry fire any pistol" (which is in direct contrast to my Sigarms pistols for which Sig explicitly says dry fire to your heart's content).

That didn't clarify much for me, so while I still do dry fire some I limit it.  I usually only do so after cleaning and reassembly to make sure everything went back together correctly.
