If in fact ammo is a major factor in FTF and quality variation is a culprit;there would seem to be a simple answer.
There is only one way that I know to control and optimize performance and reliability.
If my life depends on it I prefer to pack my own chute.
My question: does anyone manufacture their own brand and how does it work for them?

I've read several writers who recommended buying premium ammunition, rather than doing your own.
But now, it's reasonable to question that advice.
When I had a Winchester 94 I used the little Lee loader to reload. The first day out, I was starting to insert the rounds, and the bullet fell out.
It's a good thing there wasn't a bear attack. He would have probably ran off laughing. :D

I have reloaded for a quarter century - less these days but concentrating on big stuff rather than trying to churn out loads of 38 and 9mm as I once did.
I do agree ''tailoring'' a home rolled load to a gun is an excellent way to achieve near perfection. However, I think most people regard factory ammo quality these days as pretty good plus - the ever present slight concern (tho not really proven) of perhaps using homeloads in a defensive situation and then being dealt a harsh card in any legal sequele.
Arguably it should not be necessary, with all the factory ammo choices and I do not see enough variation in quality to really concern me. What I am aware of tho is - the incredible difficulty of making small semi's work 100% - as there are so many dynamic problems to overcome.
The R9 as with some other small semi's does push the envelope and at times does seem to give some folks problems - as indeed also do some high end 1911's, in particular the very compact versions.

Chris, yes it seems that the small size guns of any type, everything must work perfect for it to run. Timing is the upmost thing.
